Programmatically, USAID explains that FFP and OFDA activities in this space include emergency food and non-food assistance designed to save lives, reduce suffering, prevent loss of life during crises, encourage resilience, and support early recovery after disasters. USAID also notes that emergency assistance may be paired with complementary activities that affect food security, such as agriculture and livelihoods, nutrition, and Water, Sanitation, and Hygiene (WASH). USAID requests short, specific snapshots of organizational capacity, coverage, and experience. Responses are capped at 10 pages, with optional supplemental attachments (studies or reports) up to 20 additional pages. Each question should be answered in 300 words or less, and respondents do not have to answer every question. The questions focus on basic organizational profile and readiness to partner, including: where the organization is based and which geographic areas it serves; staffing size and budget or annual revenue; contact details and a point of contact for donor coordination; experience managing national or international funding (including general amounts and sources); prior organizational development training (planning, budgeting, financial management, or similar); technical expertise and the types of community-level activities delivered; the organization’s view of priority community actions for disaster preparedness and recovery; any disaster response and recovery training received; legal registration status; any past collaboration with Haiti’s Direction de la Protection Civile (DPC) and in what role; innovative methods used to design and deliver humanitarian assistance; and approaches for collecting and using beneficiary feedback during program design and implementation.

Submission logistics are straightforward. Responses must be emailed as an attachment to usaidhaitioaa@usaid.gov by the stated closing date and time (the original closing date listed is May 15, 2018). Hard copy submissions are discouraged, and late submissions will not be accepted. For this RFI only, USAID/Haiti accepts responses in English, French, or Haitian Creole; however, USAID cautions that any future RFA or RFP would require submissions in English only. The notice also reiterates what not to submit: no proposals, no applications for funding, no statements of qualifications, no resumes, and no promotional materials, as these will be discarded.
