Teams can be mixed across different exchange programs and can even include alumni from different countries, as long as the core eligibility rules are met.

There is an important citizenship restriction tied to who can submit. Alumni who are U.S. citizens are not allowed to submit proposals as applicants, but U.S. citizen alumni are allowed to participate as members of a project team. In practice, that means a team may include U.S. citizen alumni, but the official applicant and submitting party must be a non-U.S.-citizen exchange alumnus/alumni association that meets the program requirements.

While only alumni or alumni associations can apply, partnerships are encouraged for implementation. Alumni teams may partner with not-for-profit organizations, non-governmental organizations, think tanks, or academic institutions to help deliver activities, provide technical support, or expand reach. The funding itself can be awarded either directly to the individual alumni or to the partner organization, which provides flexibility depending on who is better positioned to manage project finances and operations.

The opportunity is a discretionary grant competition (Funding Opportunity Number AF MAP PD FY24 01) under CFDA 19.022. The maximum award amount is listed as $35,000 per award (award ceiling), and the U.S. Mission to Mozambique expects to fund about two awards.
