Applicants are encouraged to plan projects that remain feasible even if funds arrive later than expected. Eligibility is limited to Montenegrin not-for-profit entities, including civil society organizations, NGOs, think tanks, and educational organizations that have demonstrated trustworthiness. American organizations, third-country organizations, and individuals are not eligible under this program. Each organization may submit only one proposal; submitting more than one makes all submissions from that organization ineligible. Past Democracy Commission grantees may apply again, but the Embassy indicates a preference for organizations that do not have ongoing Embassy grants at the time the review panel meets. Incomplete application packages are not considered.
A major compliance requirement is organizational registration. To be eligible for an award, organizations must have a unique entity identifier (described here as a DUNS/UEI), obtain an NCAGE code, and be registered in SAM.gov. At the time of application, the organization must either be fully registered in SAM.gov or provide documentation (such as a screenshot) showing that SAM registration has at least been initiated; however, registration must be completed before results are announced. Applicants also need to ensure they are not listed on the Excluded Parties List System (EPLS) within SAM, because listed entities are barred from receiving awards or participating in award activities. The notice emphasizes that these registrations are free, must be kept current (SAM requires annual renewal), and that SAM registration includes appointing an authorized entity administrator via a letter (template referenced in the application package).
Applications had to be submitted by email to PodgoricaGrants@state.gov by 5:00 pm (1700) on Wednesday, March 31, 2021. The Embassy required submission via email attachments or a zipped folder, while specifically rejecting RAR files/zipped folders in that format and prohibiting file-transfer links like WeTransfer or Dropbox. Applicants were advised to confirm receipt if an automatic reply was not received. Questions were directed to the same grants email address.
The application package required several specific documents: a project proposal using the Embassy application form and following the posted guidelines; a detailed budget in U.S. dollars plus a budget narrative; signed federal forms SF-424, SF-424A, and SF-424B; one-page English CVs/resumes for key personnel; the organization registration papers in the local language; and proof of SAM.gov registration status or initiation. While cost sharing is not required, any cost share proposed becomes a commitment the recipient must fulfill and justify. If an applicant includes indirect costs under a negotiated indirect cost rate agreement (NICRA), the latest NICRA must be included as a PDF.
Proposals are scored using published criteria totaling 100 points. Reviewers evaluate the quality and feasibility of the idea (20 points), planning and ability to achieve objectives (20), budget quality and reasonableness (15), the evaluation plan (20), sustainability beyond the grant period (10), and overall impact (15), including expected effects on Montenegro, its institutions, legislation, education, and the status of disadvantaged groups. The notice places special emphasis on rigorous evaluation design, and it asks applicants to measure outcomes (what changes because of the project) rather than just outputs (how many trainings or events took place). It also encourages evaluation that may occur during implementation, immediately after completion, and again six to twelve months later, using methods such as surveys, interviews, or focus groups, and ideally tracking what actions participants take in their communities as a result of the project.
Selection is handled by the Democracy Commission, which reviews eligible applications and may contact applicants with follow-up questions. Applicants are notified by email whether they are declined or advanced for final review. If selected, the formal award is issued and administered by a Grants Officer, and recipients may only begin incurring costs on or after the official start date shown on the signed award document. Payment arrangements are negotiated with each recipient and spelled out in the final award.
